Carl Adams Kopati Gbali

Carl Adams Kopati Gbali has over six years’ experience working in the telecommunication sector and serves as head of department for interconnection and terminal equipment approval at the Telecommunication Regulatory Agency in Central African Republic. Carl Adams Kopati Gbali is responsible for solving interconnection matters, managing scarce resources, settling cost modelling, delivering VSAT installation authorization, equipment testing and approval, participating in development of statutory telecommunication text, and advising the chief executive officer in matters related to the regulation. Carl holds a Master’s degree in Telecommunication Management from the Upper Multinational School of Telecommunications in Senegal and is currently doing a Master’s degree of Law in ICT online with the Open University of Tanzania. He hopes to use the position and knowledge gained from the Fellowship to propose an adequate model of good governance to his administration, in order to reduce the digital gap that exists in Central African Republic.
